Councils, public bodies & trade bodies

I work with district councils, public bodies and trade associations across Northern Ireland, and I'm open to quotations, framework opportunities and tenders.

Public sector and membership organisations face the same carbon and environmental questions as business, with added layers of accountability, procurement rules and public scrutiny. My background spans both worlds: technical environmental work, and more than twenty years of communications, public affairs and governance, much of it in and around the public sector.

For district councils

Waste, land and public space: the everyday business of local government.

Northern Ireland’s eleven councils sit at the sharp end of environmental policy. I can help with:

  • Carbon inventories and baselines for council operations, estates and fleets, built on recognised methods and easy to update year on year.
  • Climate and sustainability planning, turning targets into practical, costed actions that members and officers can stand behind.
  • Contaminated land readiness. If Part III of the Waste and Contaminated Land (NI) Order 1997 is ever commenced, councils would become responsible for inspecting their areas and dealing with problem sites. I can help councils understand what that would involve, with specialist site investigation brought in where needed.
  • Member and officer briefings on CBAM, CSRD, emissions trading and Windsor Framework issues affecting local businesses.
  • Support for local business programmes, including workshops and guidance for SMEs facing customer and regulatory demands on carbon.

For trade bodies and membership organisations

Trade associations are often the first place members turn when new rules appear. I can support you with:

  • Member briefings and guidance notes on CBAM, CSRD value-chain requests, ESOS and carbon reporting, written for busy owners rather than specialists.
  • Events and webinars, from short explainers to practical workshops.
  • Consultation responses that gather member evidence and put it to government clearly and credibly.
  • Policy positioning and stakeholder engagement with officials, MLAs, councillors and Westminster.

For other public bodies

Public bodies now report on climate, from transport to health.

Arm’s-length bodies, agencies and publicly funded organisations can draw on the same mix: carbon measurement, environmental risk, governance reporting and stakeholder communication.

Why work with me

  • Public sector experience. I’ve worked as a communications and parliamentary officer at a national public regulator, the General Social Care Council, and as chief executive of a students’ union, so I understand accountability, governance and public money.
  • Technical depth. A chemistry and materials science background, sustainability consulting since 2018, and qualifications from the Cambridge Institute for Sustainability Leadership and the Institute of Internal Auditors.
  • Policy and communications. Member of the Chartered Institute of Public Relations, experienced in consultations, briefings and working with elected representatives and officials.
  • Local and independent. Based in Larne, working across Northern Ireland, with no products to sell and no conflicts with suppliers.
  • Collaborative delivery. For specialist elements such as ESOS sign-off or site investigation, I work with established, accredited partners and manage the work as a single point of contact.

Procurement

I’m happy to provide quotations, capability statements and CVs, to join supplier lists and frameworks, and to respond to tenders, either directly or as part of a consortium. If you’re planning work and want to understand what’s possible before going to market, I’m also glad to have an informal conversation.
